Most people seem to identify him as that role, but for me he's always Z from 'It's Always Sunny in Philadelphia.' It made a lot of his scenes slightly unintentionally funny to me.

That being said, Prometheus seems pretty cool so far. They're really ramping up the gratuitous cop killing. I guess that's in vogue now.

The action scenes have gotten a hell of a lot better than the choreography from dance dance revolution a few seasons ago. And to the speculation if Michael Dorn is the voice of Prometheus, I did some playback of other filtered samples of his voice from video games (ie Mass Effect 2) vs this episode and it seems to track. It's pretty distinctive. Considering last season Flash had Tony Todd it would seem they have an affinity for Klingons. :)

The DA is Adrian Chase who is Vigilante. They wouldn't give him that name if he wasn't going to become that hero.

Prometheus is going to be someone we've seen. He killed Church because he knows who Ollie is and doesn't want that info leaking out.

A few episodes ago, Oliver kills a henchman as a cool call back to the pilot episode and revive the entire 'nobody can know my secret shtick'. Four episodes later they're going to arrest Church and Oliver thinks him knowing his secret identity won't be an issue.
