IIRC #2 is how/why screen passes are protected, correct?

Exactly. The linemen can go downfield and block so long as the ball is caught behind the LOS.

And they're even supposed give you a 1 yard cushion beyond the LOS before considering ineligible downfield, at least at the college level. Not sure if the NFL level has the cushion as well, but I don't think that one differs between the levels.

So theoretically, as long as Murray caught that ball short of the goal line, it should not have been called ineligible downfield.
