It would slow the process down tremendously if they had to verify that after the fact for each ballot. They might mean that where they live you are automatically registered to vote once you reach the requisite age and don't actually have to do anything yourself.

North Dakota doesn't require you to register to vote as long as you have a form of state ID (E.G. a drivers license or something similar) Since we're a small enough state that most of the overhead isn't too bad in that regard. I imagine in New York they want you to pre-register so that the entire system doesn't grind to a halt and they can actually get the results out in a timely fashion.

Florida requires you to have an ID with your photo and signature on it, such as a student ID. You also need to register yourself with a valid driver's license or state ID number or a Social Security number, and they check you against the list when you arrive in your district's voting place and check that your signature matches. The amount of effort needed to illegally vote isn't worth it. Some places like Pennsylvania let you use things like utilities bills for identification at the polling place, which helps poor people who don't have a government or college photo ID.

They tend to be poor people without cars, and hence no need for a drivers license. I had to show my ID at the polls today, and it was probably the second or third time this year I've needed it. I'm old enough that i don't normally get carded, so beyond that I'm not sure where else I'd need to show my ID.
