signing up for an advrider account is 100% worth it - the forum is very active, there are a ton of great trip reports with beautiful pictures, product and bike reviews, "how do I do X" type threads, and the flea market/for sale area has good finds on the regular. It probably works differently in California since everything else there does, but usually the title stays with the frame so the motor theoretically shouldn't matter. No idea how that works with inspections if you do a swap like this though. There's always the South Dakota registration loophole if the CA BMV shits on you. Registration aside, $10K for that bike is nuts. I can't imagine it's easy to ride, either.

Bikes dont require smog here kids. Inspections only when you go to plate something. lights, mirrors, no 3/C in digit 8. Beyond that? lol doesnt matter, ride your poo poo. 2 smoke is hard to plate but its possible.. I owned a yz250 sm that was ca plated...

I know some old 2Ts that were designed for the street had a separate oil tank but even still I think I'd rather premix. If the line from that tank clogged or whatever = bad stuff. If you put the oil in the gas tank before you fill up, the gas pump will do most of the mixing for you, no paint shaker routine required

Yea...they're luddites. Here's a more rational explanation: http://www.rustracing.com/2-stroke-injection-technology.html Emissions will eventually force EFI 2T so they're working on it, but 2T is selling and meeting emissions as-is so why rush R&D.
