Yeah they could've solved the jarring split issue by gradually adding the reflection/shadows to the water in front of the mountains in the foreground. Because the sun is behind the mountains, they would cast shadows forward into the scene. The water would also reflect the background at least faintly. That way you break the strong horizontal line and add a bit of a transition in tone.
