Honestly, there probably are not very many situations where people have to directly chose between those as the explicit choice they are making, and the ability to tie them together is dubious at best. people can be upset by both at once, and I don't think anyone actually profits from the poisoning of a city, at least not in ways that would overcome the obvious ripple effects that would make small the minuscule benefits it could ever have to anyone.
