Not sure the exact legal argument because those threads are lost to time and full of trash but there was never a solution on what to do next, just that I guess we can't do anything so stop bitching.

I can't overstate how big of a deal this is. It's unbelievably hostile to the scientific community. That would give us at least another 20 years of Putin, barring something drastic happening to Russia.
