Legal precedent says that (Bush v Gore aside) the result of the election in a given state is whatever the state government says it is. Elections are run by the states - and more importantly, election fraud is typically done by local or state officials - so the federal government typically avoids getting involved and judges typically rule that it's none of the federal government's business. In any case, it's too blatantly partisan to conclusively prove - the results of an investigation usually line up exactly with the investigator's partisan leanings.
