I mean, hillary actually had a fair number of pro-working class programs in her platform. People like to claim that they weren't the right kind and thus didn't appeal to those voters, but it's also pretty clear she assumed the Obama voters were a lock and didn't put much effort into those states. Hubris and poor polling led the Clinton campaign to think a bunch of states were solid blue despite their massive losses during the midterms. She was also sabotaged by her own reputation as a political manipulator, which was not unearned. People don't like political dynasties, especially since Bush Jr was such a gently caress-up. And now we'll all pay the price for those mistakes.

But that has the issue of communicating policies in an environment where 1) media is heavily individualized and 2) most people don't care to pay attention to lengthy stuff about politics. And it also assumes that the issue was policy, rather than personal antipathy, belief that the election was already won, etc. You also have the twin issues of 1) figuring out what the 46% of eligible voters who don't vote want enough to get them to go to the polls and 2) whether this is actually superior at achieving things compared to establishing a narrative that people latch onto. Finally, the people who are talking about this generally are also people who loudly boast about how compromise is inherently evil, so you've got the problem of getting people to listen to your ideas when you've just told them you'll inevitably refuse to support them when they need it most.
