I've seen this trick! It's the dog version of a cat rolling over, and inviting a tummy scratch, only to mercilessly claw/bite your hand. It's still worth the risk though, I'd totally pet those puppers.

My parents got a dog earlier this year who refused to go down the stairs in their house. They ended up taking him with when they went on vacation and a camping area they were staying at had a bit by a river but you had to go down some stairs to get there. Turns out the dog really wanted to go to the river and conquered his stair problem. Now he has no issues.
