Most of you folks are very close to what the rules actually say. However, there is no such thing as right of way. You don't have a right to keep going, and just plow into another vessel, regardless of the circumstances. The rules (International Regulations for Preventing Collisions at Sea 1972 (Colregs)) designate a give way vessel and a stand on vessel. They don't give anyone a "right" of way. Rule 17(b) posted:When, from any cause, the vessel required to keep her course and speed finds herself so close that collision cannot be avoided by the action of the give-way vessel alone, she shall take such action as will best aid to avoid collision. Rule 5 posted:Every vessel shall at all times maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision. edited to add: None of the above really contradicts what Sagebrush wrote. That boat thing reminds me of the guy at Disney who crashed into a ferry. He and his wife had rented one of these: and crashed into one of these: The worst part is the guy admitted to seeing the ferry coming, but thought it was farther away and didn't try to turn until it was on top of him because I guess he has no depth perception? He put his boat under the ferry and hospitalized his wife because he drove around too close to bigger boats, which they expressly tell you not to when you rent them. As far as I know, nobody has crashed into the Magic Kingdom ferry yet. Probably because they're often watched by Disney "coast guard".

General rule of thumb for boating is if the ship in question isn't changing its position relative to your line of sight you're on a collision course. Watch that video where the smaller boat stays at a fixed angle just about up to impact.
