2. they overhire and overpay anybody they can find in a misguided attempt to stay ahead, and as a result they're stuck with wall to wall incompetents

It's both actually:

“Shame on them. It looks like they just did the review to check a box but didn’t do anything with it,” said Ann Barron-DiCamillo, who was director of US-Cert, the primary agency protecting U.S. government networks, until last February. “If they had acted last fall, instead of those thousands of e-mails exposed it might have been much less.”

They were warned about it and just ignored everything. I'm also pretty sure that one of the leaked emails was pretty much:

"hey this nerd team says we got wack-rear end security and we're gonna get hacked"
"lol what do they know?"

let me put it another way then

the fact that Biden, who is a much more regressive option than Clinton was, gets literally any support, is a sign how little people gave a poo poo about her policies and probably has some other factors to bring up too

I can't believe I'm responding to a Tatum post but unless they had crosstabs to compare against people who liked Hillary there's absolutely no way a rational person could have that as their takeaway from the poll given that the percentage that said they like Biden is smaller than the percentage of democrats who liked Hillary.

honestly you're right and looking at that stuff closer it's really clear how meaningless it is so, yea, my bad there. I guess I'm just generally bitter at the overall 'ugh if only Biden ran' kinda talking point as if his brand of things is what we really needed.

hillary actually had a lot more security than obama. for example, they imposed a 30 day email deletion policy on all hillaryclinton.com accounts, even junior ones, by order of robby mook. actually, here's a funny story from their it department: they routinely did fake phishing emails to train employees on how to spot and avoid them. the hfa iowa state director fell for one and got so angry that he emailed the entire state and told them not to click it, that it was a trick, and that it was a "bizarre and stupid practice." that was the last fake phishing email they sent out. probably a month later half the accounts were getting spear phishing emails and several accounts were penetrated.

like any organization, the best security measures are foiled by employees that feel inconvenienced by those security measures

as far as obama '12 goes (i can't speak for '08) but i think anyone who had to use dashboard, the field reporting site, would not give favorable reviews to their tech apparatus. after the election the tech guy actually said "we wanted to build a rock solid base and then develop outward from that but the campaign never understood what we were trying to do." (it crashed almost every night when staff tried to report on it) they did develop some cool stuff, though so i won't give it entirely unfavorable reviews.

That's not a security policy, that's a liability reduction policy.

This reminds me of the urban legend of the guy who was selling weed through the Dunkin' Donuts drive-through by having a specific order (e.g. "a large coffee and 3 sugar packets") mean you wanted to buy weed, and then one day a cop actually placed that exact order and he handed over the weed without thinking.

there will never be money for IT departments, btw. it would be less futile to attempt to somehow educate every person in the democratic party to assume their e-mail is insecure and moderate their writing with that in mind, and yes, i'm aware of how impossible that is too. executives would throw their money in a pit and set it on fire before they would spare a cent for security measures.

The one policy their IT department had that was somewhat good security practice was the one that is primarily a policy you put in place to cover your own rear end because the Lawyers tell you to and just happens to be something that IT security people also thinks is good. That sounds about right.
