Harley references her Jewishness earlier in the book. I guess she's got one Jewish parent and one Catholic parent so she invents reindeer antlers that are also a menorah.

Edit: To clarify, she is shown with the long hair in and out of costume during 52. She had not appeared anywhere else at that point and she did have long hair.

The pages leading up to that are also amazing:   The other story in the issue about Santa recruiting Shadowpact to protect him from a terrorist group called the 'Anti-Christmas League' which is just Detective Chimp and Blitzen getting drunk and pranking Santa is also great.
