The salary for September was paid 31 days after it was supposed to be paid. Seems like they're supposed get paid on the last of the month, and the last actual salary paid was for September, on 31st October.

That seems fairly straightforward. The September paycheck was 31 days late. The October paycheck is currently 44 days late. November is 14 days late. To make this more confusing, they added the last two together.

But even that can't be right, Clinton got 48% of the vote and Trump got 46%, that only leaves 6% for independent candidates so there's no way 18% of men and 17% of women voted for them. What the hell is that graph trying to say? Is it for a single state because that might make sense.
