No it won't. I would have thought Trump's election would have shattered an illusions of competence people still had for the Democratic party. They'll just continue to ignore it and otherwise throw roadblocks in the way. Sort of like after legal marijuana passed in MA, the first thing the Democratically-controlled state house did was do everything within their power to delay implementation and up the "legal age limit" for smoking as high as possible.

The ballot measure explicitly said "21" so the very first thing they did was amend it to be 25. They also delayed making selling legal to 2018, so for now, it's legal to smoke and possess marijuana in Massachusetts, but not to purchase it. Edit 2: Never mind, that article was poorly written. I admit I'm always puzzled just how severe opposition to legalization has been in the legislature. I mean if this policy is so popular grass-roots campaigns are able to build themselves up and get people voting yes you'd think there would be some incentive for our representatives to put up their own initiatives to a vote but somehow that just isn't happening. How can there be such a disconnect between what people want and their elected government is willing to do? There's hardly even any organized opposition to speak of, almost no real money is being put up against legalization

The democratic administration just pushed through rescheduling hemp oil to schedule 1 nationally, and a great many democrats are saying they would be willing to work with Trump on shared interests. There is no way the Democrats are going to criticize Trump or Sessions if they kick the drug war into a higher gear

Legal marijuana only had $4.9 million spent on it while the oppose side spent a whopping ... $158,000. (Also from that article, Question 1 had a total of $50 spent against it and $1.1 million for. Final results for that question? 61% against, 39% for. Probably because Question 1 was "gently caress the city of Revere, I wanna build a casino.")

Politicians are old and there's a huge age divide with opinions on weed. Also the law enforcement and prison guard unions are pretty influential. Governor Dayton in MN just flat out said he'd defer to whatever law enforcement told him to do on the subject.

That being said, the GOP going all-in on marijuana legalization could be a brilliant strategic move to completely torpedo the DNC's chances. The libertarian wing of the GOP would be all over it, and as support for it is generally higher, it's possible they could get other wings on board. Of course, this requires the DNC to be a credible threat. And the DNC isn't going to be a credible threat - not in 2018, probably not in 2020, and therefore realistically not until 2024 at the earliest. And with another decade of gerrymandering, probably not even then, either.
