Prohibition was a gain for American craft brewers in the long run though. Without Prohibition America would have been stuck with a few popular mass consumption styles from a handful of breweries. Prohibition is directly responsible for modern microbreweries through a bunch of things like three tier distribution, the scattering of brewing talent away from industry and the popularization of home brewing. Carter also played a big role in craft brewing through removing regulations on small batch brewing.

The actual strategy is going to be total gridlock, but that can only be done in limited instances due to Dems being in the extreme minority in Congress. Also McCaskill will probably vote with Republicans often.
