I think part of the rationale is that groups like Irish and Italians were discriminated against, but they assimilated and everyone was happy. Ignoring the fact America didn't really want Blacks to assimilate and instead actively appropriated aspects of their culture while continuing to lock them out of the larger society.

I have a subscription to a newspaper archive service and it's not hard to find it scattered about. Before the 1880s you can find it in the classifieds. After the 1880s it becomes a lot more common to find it talked about in a historical sense.

But it wasn't limited to the Irish either. In five minutes I found.
