Goku just doesn't have a whole lot of it in him because he's weird, and with Vegeta it's never the right kind of anger. Emotions are the core of their power. They just keep forgetting that and focusing on it as a technique which doesn't work as well.

The Majin race lost power after every generation, to the point that the current members of it are no more powerful than the other playable races in Heroes/Online/Xenoverse for the sake of balancing. They can still retake all of their power temporarily through Purification, becoming literally a second KId Buu, but apparently that has an actual risk of making them regress to Kid Buu's mentality as well.

the Pure Form transformation for Majins wouldn't be hated if it used your clothing or hairstyle or face or any aspect of your character (other than skin color). in a game that's based around customizing your dude and unlocking more powers and outfit parts to customize them more, turning into literally kid buu makes all of it pointless but if it just used your clothes and your hairstyle i don't think people would really complain
