It's relatively hard to get fleet members for fleets like this, people like to fly what they know is effective.

I think it's also because some people are poor or cheap and when it's not an official doctrine it's hard to get the critical mass online at any given point you want to run a fleet.

Yes. CCP killed more supers than the Traitors did. Even without the supers, I think we came out behind in the "ISK war", but either way it was worth not allowing Fortizar stagers in Catch.

Dealing with those blocs is like dealing with the loving Romulans from TNG. It's really difficult to glean their priorities, because their priorities shift based on long-term goals which they keep way more close to vest than westerners for whatever reason. Add a healthy dollop of traditional bipolar Russian behavior and the fact that they're happy to abandon or change their plans at the drop of a hat for seemingly no reason at all, and you pretty much have all there is to know.

All chiding aside - things must be pretty bad for TEST. They've yet to establish a real tangible foothold in the region, income is probably marginal, their biggest ally is notorious for being nearly insolvent and alienating his member corps...

It's petty to deny them the satisfaction of winning the ISK war - but their over-emphasis on that one dimension belies just how unsettling it must be for them... that we're entirely willing to expend a massive amount of resources to win "pyrrhic victories", if that prevents them from making any headway. How long can you tell your members that you're winning if you have nothing to show for it but killmarks? That might work for PL or Nancy Dotte, but it won't work for sov-holding alliances.

I would suspect even if they got there by a clear-cut, reproducible bug, as long as the bug wasn't intentionally triggered by a hostile in a way you could classify as an exploit they wouldn't get reimbursed unfortunately.
