Rurals and suburban McMansion home owners often have very large and VERY poorly insulated buildings. People can also be stupid lazy babies and keep the AC/heat on while they're out because "I don't want to come home to a hot/cold house" and have tons of garbage consumer electronics constantly running or in some standby mode that still sucks up a surprising amount of power. Some people, like my parents, are crazy about "fresh air" and need every window in the house always cracked open a little even if it's the middle of windstorm in winter then have to blast the baseboards to keep warm but if you close a single window they will suffocate because it's "too stuffy" A lot of it too is "it's expensive being poor" sort of situations. An upper middle class person can afford to invest in energy savings for their house, they have the funds on hand to pay 10k today to save 20k over the next years by replacing their old lovely leaky windows or putting in better insulation. A poor person or someone renting a lovely house can logically see that yes in the long run they could save money, but their landlord is a slumlord who doesn't give a poo poo about their tenant's energy costs, or they're a poor home owner who can't scrape together the money to invest in future savings. Grants and various programs to subsidize upgrading energy inefficient homes could go a long way to helping poors hit by rising energy costs, and also reduce overall consumption. Don't subsidize the power itself, subsidize the energy saving investments so people don't need to use insane amounts of power.

What is this "minus delivery" idea? Do you pay for electricity that isn't delivered to your house? Your delivery is included in your electricity costs. Why would you exclude my delivery and include yours just because Ontario breaks it up into two costs? You pay $112 a month, I pay $250 a month for the same amount of delivered electricity. You live in a big city I think though so let's compare to Toronto, they'd pay about $195 assuming their off peak usage is as refined as mine. Weekends count as off peak and party time actually starts at 7PM. The main culprits for me are the water heater, oven/stove, clothes dryer and dishwasher so almost all that stuff including bath/showers gets done before, after or weekends. I don't heat with electricity other than a small 300-900kw heater in the kid room at night, Sep, Oct, Nov bills were all about the same kw. E: I'm not even sure why you're asking what the gently caress I'm doing? This is what they've been pushing us to do for 7 years here with the on/mid/off peak pricing. Even doing 76% of my electric stuff in the 8.6c range, I'm still coming out to 25c a kWh on my bill. If I wanted the exorbitant luxury of doing a load of laundry or dishes or taking a shower in the middle of the day like you have, I'd pay much higher. Reminder: The CoV only had 1/4-1/3 of their plows (that exist, they already own, and presumably are in working order) out for the second dump of snow. The real problem has been the freezing rain, turning all the lanes and sidewalks in the city into hockey rinks. I have 6 inches of ice outside my place, and even if I owned a shovel (which I don't) it wouldn't help. I would need a sledge hammer and/or non-existent salt. I recommend walking carefully.
