I'm pretty sure Parley can still teleport without him but even if not, going by what her training entails she can probably straight up jump to wherever in the Court she wants to go

There's a billion consequences that will come from this adventure. Jeanne no longer blocks the river so Forest Creatures can come over. One of the robot's core conflicts has been resolved. Smitty's dead and they are all getting detention for losing the boat.

There's been at least one or two hints that Smitty's helping her. And she definitely took a while to control it herself, at least. Also, even if he isn't literally stabilizing her powers, given how tightly tied to him her use of her powers have been (first displaying them because of him, repeatedly teleporting to him when thinking about him, etc.) I can see something bad happening to him throwing off her ability to use them properly.
