It makes sense from a liability standpoint to not let visitors dress up like park employees, even if they don't do a very good job of it. That said, this is a more general ban that prohibits any costuming for adults at Disney parks, even original work or of properties that aren't park mascots (like the Death Star or the house from Up).

Regular visitors wouldn't be aware that Jeff from Des Moines, dressed up as "Charlie Chaplin", isn't the park mascot for Hitler. So, gently caress it, just get rid of costumes altogether.

It's not just a liability standpoint, a guest dressing up like a character, no matter from where or what they are doing as said character, takes away from the whole point of the theme park. You don't see a musician walking into another band's concert with a guitar and start playing music. No one brings their own art to an art gallery. Their only exception is that kids can dress up for the Halloween parties.
