It depends on the gun. Brandon Lee was killed by a revolver, as revolvers and other manually cycled firearms don't require a conversion to fire blanks. Semi-auto and full auto guns require the barrel to be constricted in some manner to allow enough gas pressure to cycle the action (as there's no bullet to push against, since equal and opposite reactions still occur inside a gun); the military and police fit blank firing adapters on the ends of their barrels, but these are big ugly blocks. Movie armorers typically non-permanently convert live weapons with constricted barrels that look normal and allow for a normal muzzle flash while cycling the action. But the actors in The Crow were using a revolver, which doesn't require that and thus had a full barrel to launch a projectile with.

If you tried loading a blank converted firearm with live ammo, it would likely explode. I also own two blank guns made by Ekol which are only designed to fire blanks, having a totally blocked barrel and an unusual chamber size that would be difficult to load any live ammo into that isn't custom made. They would require more significant work to convert to live firing weapons, and I'm not sure I would trust the metal they're made of to not explode under the stress of firing anything more powerful than a .22.

If you mean this is surprising because Australia banned guns - they didn't. Many of the places in the world Americans think guns are banned actually just have stricter requirements for ownership. As with NFA items like machineguns and grenades/rocket launchers in the US, even a small administrative speedbump is enough to curb abuse or at least declare victory over them until the public moves on to focus on the scourge of kitchen knives and Bat'leths.

If you meant it was suprising because it was a handgun being used - handguns, while being the guns most commonly used in crime in any given country, aren't particularly scary looking so they (along with shotguns/rifles with wood furniture on them) tend to be more available than whatever had scary black plastic attached to it in the magazines/movies legislators viewed in the 1980-1990's.

When I was a kid, we went on a vacation to some place that had one of those Old West shootout reenactments and, as part of the "do not loving run out here when we're shooting you goddamn morons" speech, one of the actors demonstrated how dangerous a blank can be by putting his gun up to a tin can and firing a blank at it. It shot the can about 20 feet and, to this day, every time I hear about someone doing something dumb with a blank and getting hurt/killed, I think of that can flying through the air.

Last week, there was a molten sodium leak between a flange and the connected transfer line. I was placed in charge of investigating this incident (and all others because ???) and guess what I found out. Work was out of proper size gaskets for that flange and someone decided to make a "custom" gasket. They did this by taking a larger gasket and whittling it down to the approximate size they need. Of course, since it was "custom," they had no idea how much torque they needed on the flange. So they guesstimated that too, which was the bigger problem. And presto, at 30 psi, the gasket failed and sodium leaked all over the place.

Making custom gaskets is totally a thing for simple polymer and metal gasketting without fancy torsion features and shouldn't result in mystery torques. You should have a template or die but if you have a fully featured fab shop there's no reason not to have the option to make gaskets out of sheet stock when the shipment of bulk gaskets gets held up because reasons.

Not to say that everything was on the up and up. Its a tradition to pay no attention to gaskets at all. Most leaks are flange leaks, and most flange leaks are due to idiots using the wrong material, shaving down gaskets with torsion features (which makes them less than useless), or just completely guessed torque.
