I don't have studies immediately on hand to back this up but the majority of sexual abuse is committed by family members of the victims and very often the perpetrator is not a "pedophile", in the sense that they are not primarily attracted to children. Drugs and/or alcohol are often (usually?) involved (hence the billboard) It's an unfortunate fact, but it's the dad a lot of the time.
