I'm guessing there's a ton of economic inequality between white and black residents of these counties just based on experience 9 = Rural white people. They may live within an hour of Atlanta but they come from a totally different set of values and perceptions about politics 4 - Decatur and SE Dekalb county - Democratic stronghold like the 5th and the 13th IMO, ceding the 4th, 13th, and 5th to Democrats allows the Republicans to split up Dem-leaning areas in North Atlanta counties between the 6th and 7th districts and tilt these districts to Republicans by way of the white suburbs farther away from the city. If Democrats are going to make gains in the US House from Georgia, it will have to be in these 2 districts. In a few years, Democrats could possibly put the 11th in play but it will be tough. The other trick the Republicans did was balance the heavier industrial/commercial park areas along Northern Atlanta between the 6th and 7th districts. If there isn't any lower middle class housing there, people can't move there and vote against you.
