In my experience yes. In SK there are more people who speak a tiny bit of English, but while you don't encounter as many Chinese who speak any English, those who do are vastly better at it than Koreans.

singapore and hong kong were easily best IMO, but i was shocked at how many people spoke english when i was in south korea. i was in bumfuck nowhere, the place was called like anseong or something, and both cabbies that picked me up spoke fluent english. poo poo was crazy. the girl working at the bakery did too. blew my drat mind.

people in japan speak english decently in my experience, they just never want to. while in china i can't go a few minutes without someone screaming at me HALLLLLLO or "welcome you to China" or "come to my hometown with me", people in japan know english and just don't speak it, i feel like. i was in osaka and lost and asked a girl if she spoke english and she was like "no" so i asked her in japanese where was the castle i was going to and she's like "oh just go down this street, a few intersections later, take a left, go straight, you'll see it" i was like wtf your english is great and she's like "eh, its not very good" lol

Never been to Singapore so I have no opinion on it.

In Osaka I just speak Korean, there don't seem to be any Japanese people there.

Taiwan's general populace is substantially better at english than south korea or japan. Substantially.

Once you lived somewhere a while as a foreigner your default is either resorting to local language when english fails, or resorting to english when the local language fails, and it's an interesting distinction.

Native english speakers / local language speakers obviously are going to be stuck with one or the other but say a hungarian in Taiwan...

I have heard that claim before but would argue that there is no functional difference between not speaking a language at all and being so unwilling to speak it that you won't speak when the opportunity presents itself.

The English level in both Japan and SK does noticeably improve after a few drinks.

Singapore has 4 official languages (English, Malay, Mandarin and Tamil, a southern Indian langauge), plus a few unofficial popular ones, like Hindi and Bengali, spoken at home or by a ton of the migrant workers here.

The problem is more that they don't speak BBC or CNN 'standard English' like the Danes or Swedes are learning. Honestly this makes living in Japan much nicer than anywhere else in Asia if you're fluent in the language, I imagine. I go about my life and almost nobody fucks with me by Englishing at me.

I acknowledge it's kind of a pain if you're a tourist, but as a long term resident it makes me happy.

I was shambling around Tokyo in the 90's, its as others have said, English is Mendou, plus, the added bonus of preferring death to standing out.

I found this amazing propaganda rag recently. The big feature story was a multi-page thing about how Uighurs love being part of China. Literally every article in it was just utter bullshit.
