Beyond how ridiculous it is get mad over thinking video game developers are intentionally creating ugly women because of feminism somehow, she is the player character of a Mass Effect game. A series that has always let you customise the main character.

It wasn't actually censored for the American release, and actually has more gore and violence than the Japanese version.

They didn't bother actually including the series' sexual content or nudity even in the Japanese version. There's an argument to be made that the game its self is inherently censored, but it's not for the sake of appealing to westerners. It's more likely so the game wouldn't receive the highest possible rating in Japan by showing graphic sexual violence.
