Every "states' rights" or "Red/Blue" split plan has the problem that the majority of people suffering in the bad states don't deserve it and a lot of them vote against it or don't vote at all because they've been disenfranchised or alienated. Dump the South and you dump the majority of America's African American population to live in what'd basically become defacto slave-states again.
