From what I've read on these forums, every local BLM group is its own little island, beholden to no one. The fact that there is no overarching organization means that there is no oversight group who can step in to keep things on topic when their crazier members start talking about mystical melanin powers and other racist poo poo. BLM as a whole is fighting to make sure white people stop killing and abusing black people - that's a good fight, and a more important one than most of the poo poo we talk about here in this thread.

I think in the context of the tweet, BLM intentionally antagonizes white people and politicians for various reasons. Their thread afterwards indicated that this was just part of a larger criticism of Ashton (which it doesn't appear to be and also doesn't really follow) and basically accuses her of talking the talk without walking the walk. Their goal in this case is to keep white politicians who they support honest and on level, but they're not doing a great job of it in this case.
