I know nothing about the market for that car, but $3k for a 30 year old anything sounds like a steal to me. Obviously it depends on whether the engine is restorable and depth of the rust but compared to the 60's and 70's rides I want to buy that's not bad at all.

This is pretty much any traffic law that isn't speeding, failure to control/obey a traffic control device or DUI in the US.
