Even then, they tipped something like 15 or 20%.

The absolute minimum I will tip is 15% and the service has to be god awful to get that. There's lots of factors that can contribute to why the eating out experience could be bad to someone. The kitchen could be slow or understaffed,the proper preparation or cleaning wasn't performed correctly, trying to train new people or a lovely boss are all things that lead to a bad eating out experience but all the customer sees is their juicy meal taking a long time and they take it out on the server who usually is not to blame if the eating out was unpleasant or sloppily done. I am of course referring to eating pussy but this applies to restaurants as well.
