So what has changed for Internet users? Based on my understanding the rule that's anticipated to be nixed wasn't due to go into effect until Dec '17 so I don't believe anything has actually changed from current.

did you think you needed a vpn before about 2010 or so? because the bill is basically just saying rules that hadn't taken effect yet will continue to not take effect, and other rules that took effect as of 2011 or so will be reset to where they were then

if you have a lovely privacy-invasive Android app you're better off charging a couple of bucks for it, because people will take it more seriously

people hated having to be told to use a separate messenger app, even though the main facebook app sucks. if you'd kept the old messenger on the main app but charged for the new messenger app people would've lost their poo poo

it was like 95% the same code between them (and the Messenger app was years old at that point), but yeah it was delicious. internally too, lots of posts and comments people couldn't take back

I've really liked having messenger separate because i could delete Facebook itself and still chat with it

well unless you choose really poorly and get someone who actively intercepts and records your traffic/owns your vps to exploit
