No, it doesn't. ISPs were always allowed to sell their user's information. In October of last year, the FCC decided to issue a rule prohibiting it. The rule never went into effect, and would not have gone into effect until December of this year. What the House passed was a measure repealing the issuance of the rule. There is literally no difference at all between the state of affairs now, and the state of affairs last year, except that something that would have happened at some point in the future will now not happen.
