I got one the other day with HCR/smallbore/counterbalance and have been pretty happy with it. It seems to throw off ~1300 or lower ELO hand cannon players. Platinum tier players still shoot through it like it's nothing though. So regarding HCR.. it's a completely useless "maybe." Testing shortly after the HCR change said it's a more or less linear progression from highest rof guns having almost no flinch to the slowest ones giving ~15% flinch. That 15% may be wrong, I don't remember the exact value that testers came up with.

Raid Krew only made it up to Crota today, agh. So close to Necrochasm. At least I had a spectacularly pleasant LFG experience to get the WoTM monitors with five dudes from Scotland. That was a cool way to start my day. Edit: I was also struck by how dense I had to be to avoid realizing that Twist of Fate also re-rolls the quality of a roll, not just perk and point distribution, until now.
