I just looked this up, and the one that was moved was because a different Holocaust survivor wanted it moved elsewhere cause it brought on flashbacks. Unrelated, a different Dutch couple has sued the city cause they say the memorial stone is bringing down property values, but the case hasn't been argued or anything yet.

I will never understand Kirschen well enough to get a glimpse on how his views are consistent from his frame of reference.

He's depicting Yeltsin in Limbo because some of the those things are good (the USSR falling, ending the occupation of Afghanistan) but others are bad (the US running amok, 9/11, etc.)

Your mistake is that you're assuming he values consistency or avoiding hypocrisy. A lot of people's political positions make a lot more sense when you realize that those aren't values they have. It's 100% about "I want to support my team, how do I do this in this context, disregarding all others?"
