Clearly Black realized that there was no way he'd be able to get the Zero Ningen plan done under Zeno's nose so he decided to work within the system. Romantic Ageru Yo had like 4? different versions as the series progressed, but only the first one was used overseas, I believe that shot is from one of those versions, you can find them all on YouTube. It could also be from the credits of one of the DB movies.
