I tend to like the TV villains better than the movie villains. I'll argue to anyone in favor of Wentworth Miller and Dominic Purcell as Captain Cold and Heatwave, either as villains or antiheroes, Manu Bennett as Deathstroke, Neal McDonough as Damien Darkh, and both Tom Cavanaugh and Matt Letscher as Reverse Flash. Even before I gave up on Agents of SHIELD, Kyle McLachlan was amazing as a scenery-chewing, somewhat-sympathetic Mr. Hyde. And that's not even getting into the perfection of Vincent D'Onofrio as Kingpin or David Tennant as Purple Man. But I'll agree with McKellen's Magneto, Dafoe's Norman Osborn (but his Green Goblin was awful), Rockwell's Justin Hammer (I definitely want more of him), and Bruhl's Zemo (him too).

Honestly I would say the Netflix stuff went 4/4 with good villains. Kingpin, Purple Man, and Cottonmouth are all great. The Meechums are good also, but to a lesser degree.

There were even more than that, but I consider those 4 to be the main guys. I also left out Nobu, Punisher, Nuke, unmemorable Hand guy from Iron Fist, and probably a few others. And I quite liked Gao, so even by your metric, I'd say 5/6.

I actually liked Ultron, his voice was really menacing. Hammer from Iron Man 2 was really fun, too. Tom Hardy's Bane came off as trying too hard, but I enjoyed him.

The best thing about Tom Hardy's Bane was the bit in South Park with his mask, and then Lego Batman deciding to use that same voice and have all the lines made that much more funny because of it. Gonna mention some CBM villains that haven't been mentioned: Matthew Goode was a respectable Ozymandias. John Hurt was great as Cotys in that 2014 Hercules movie based on the comic. Tim Roth wasn't bad as Blonsky in Incredible Hulk. (You're gonna laugh at this one) Armand Assante as Rico Dredd in Stallone's Judge Dredd. Christopher Walken as Max Shreck in Batman Returns. Liam Neeson as Ra's in Begins. Brian Cox as Stryker in X2. Ron goddamned Silver in Timecop. And I'll just go ahead and echo Nicholson, Ledger, Defoe, Michael Shannon, Terrence Stamp, Ron Perlman, Alfered Molina, DeVito, Sam Rockwell, James Spader, Cillian Murphy, Ian McKellen, Pacino, and Aaron Eckhart.
