Gotham is a TV series on Fox about Gotham City before Bruce becomes Batman, mainly following the future Commissioner Gordon, who is pictured on the left with Bruce on the right. And the artstyle gives me a bit more of an Ishinomori vibe than a Tezuka vibe, but they do have somewhat similar styles.
