well yes, it's expensive to build these things. kia invested $1.2 billion in rural georgia to create thousands of new manufacturing jobs, but it took $500m in tax incentives to land them. the more you're willing to risk (whether it's public/private partnerships, guaranteeing federal loans, etc) the more likely it is you'll find people willing to jump in and take some really good deals. there's no doubt that re-developing the region would be an enormously expensive project because, quite simply, it cannot compete with the rest of the country on virtually any other metric.

i mean i guess you could try to go full communism now and maybe create some government widget factory, but that would be even more expensive.

well it really depends on what kind of rural area we're talking about

if it's just outside an exurban zone in proximity to a population center then yeah manufacturing or whatever is a possibility, though just shuffling around plants as a union busting measure as with boeing in south carolina isn't gonna cut it

really rural areas that have seen decades of depopulation at some point we just have to accept that a guaranteed income is the only way to keep a viable population hanging around, which is already kinda the case in the really bad off areas where ssi and medicaid are the backbone of the local economy
