well it really depends on what kind of rural area we're talking about if it's just outside an exurban zone in proximity to a population center then yeah manufacturing or whatever is a possibility, though just shuffling around plants as a union busting measure as with boeing in south carolina isn't gonna cut it really rural areas that have seen decades of depopulation at some point we just have to accept that a guaranteed income is the only way to keep a viable population hanging around, which is already kinda the case in the really bad off areas where ssi and medicaid are the backbone of the local economy
