Also, this only works towards the tail end of each decade. After the census, the districts get adjusted based on population to even things out.

As a Canadian I'm only vaguely aware of the full implications of a government shutdown and the mechanics behind it. Considering how the current administration is going, how possible is it that a shutdown would last a lot longer than the last one? Or is it more more likely we're going to see it happen Carter style with the government shutting down every time a treasurer farts?

It's possible. However, the last shutdown inflicted by the GOP was monstrously unpopular for them. While shutdown, non essential staff are effectively laid off while essential staff work on IOUs, and it caused a debt rating downgrade.

The GOP currently has full majority of all the branches of government, and it's still reeling from the fallout over their AHCA failure. Causing a shutdown this soon into the term would probably be catastrophic to any attempt to make further legislation.

Even with a scary black man in office to yell OOGIE BOOGIE about to deflect blame republicans still took a thrashing in opinion polls. Right now they wouldn't even have that fig leaf for their own actions. They'll probably pull a Boehner and come crawling hat in hand to avoid one because God knows Cruz and his crew are furiously masturbating about the idea of causing one.
