The same person could go to most places in the private sector and make 1.5 - 2 times as much. That makes it a lot harder for the feds to attract people, while contractors CAN throw that kind of money at candidates.

It's the same thing on the medical side of things. We've got board certified doctors, surgeons and neurosurgeons all over my org. They're all getting paid the going rate as contractors because there's no loving way in hell you're getting a board certified neurosurgeon with 10 years of experience as an SME for anything less than 325k, and even then that's pushing it. We've got basic neuroscience clinicians making close to GS14/15 pay and they're at the bottom rung for SMEs.
