Yeah I'm only half-serious because technically any institution could create a wiki, the problem at this point is getting the users to switch. But it's a shame that an international collaborative tool to preserve history isn't something that's "in the hands of the people", so to speak. Otoh those donation pleas from Wales are getting more desperate, so maybe?
