Music producers want to promote new/upcoming artists, so they'll ask for a general "what do you want the opening to be about?" motif and produce/find a song that fits that motif and present it to the director/committee for approval. It's very likely that Aozora no Rhapsody was composed specifically for the anime series given past productions with Lantis's music producer Shigeru Saito. There are instances of licensing, most notably Jojo's Bizzare Adventure where Warner Brothers Japan will either use an old song from their catalog or license them from other publishers in Japan, but most often songs are made just for the anime now as a new revenue stream.

In the cheapest case, they'll just have the VAs do the OP/ED with back up accompaniment. Depending on the series, it can be much more profitable than asking a pre-existing music group.
