Any hacking of the Russians should probably go looking specifically for instances of corruption that undeniably hurt specific regular people and build up some narratives along those lines tying it back to the Kremlin. It's all well and good to point out how corrupt Putin and friends are as a whole, it used to be good enough for most Americans until Trump told them how great his new friend was between thrusts of Vlad's dick. Russians are way beyond stupid when it comes to tribalist stuff. The only thing that might stir up a significant number of them is seeing how this stuff hurt someone who looks very much like them.

Instead of hacking or open war what the west shoud've done right after Georgia is sanction them until life for the average russian starts to resemble life in best korea. That's an easy position to take if you're an American. And wouldnt have much of an effect if its an USA embargo alone, since the trade ties are so small. But the Russians do about 50% of their trade with us in Europe. Which, given the size of their economy, cuts both ways. Even though it would hurt Russia much more than us if we stopped trading with them, it would still be pretty painful for us as well. Not to mention that we kind of need Rusdian gas to not run out of energy in the winter. Its mutually assured destruction. We cant get by without their energy exports, but they also cannot credibly threaten to stop supplying gas to us, since their economy would collapse without those export revenues. Additionally, I think sanctions have a rather bad track record. Did they work in Best Korea? Cuba? Even Iran only got rid of the sanctions targeting their nuclear weapons program. The US has sanctioned them for sponsoring terrorism for decades without creating any change in policy. Because those governments can often blame the evil outsiders for the resulting economic problems. Not to mention how patriotism interacts with the issue. Hypothetically, if the rest of the world cut off trade to the US until the 2nd Amendment is repealed, do you think that would work? Or do you think even liberal gun control enthusiasts would reject this foreign meddling in their affairs?

Russians aren't exactly blind about the existence of government corruption and the issues it causes, but a large portion of the populace lived through a period where the economy wasn't much controlled or directed by the government, and it went rather poorly for the bulk of that large populace portion. Putin may be corrupt, but he still rescued the economy in the eyes of many. To the extent that this may have been dumb luck that fossil fuel prices were on the rise while he was is debatable, but ultimately he did preside over a period of growth and recovery, and people remember that. There isn't much of a better time to remember--the Yeltsin era was as or more corrupt, even if the powerful and corrupt were more in business than in government, and the Soviet Union was just a different sort of government corrruption. None of this is likely to magically change overnight if the current government is tossed out (hell, Ukraine tried that twice, and hasn't really succeeded), and building a strong, functioning civil society is going to be a long, hard slog. https://globalvoices.org/2017/03/21/this-is-how-a-russian-school-principal-talked-to-her-students-about-patriotism/ exhibits the current generational divide well, although it's probably hard to synch up the audio and English translation in your head if you don't speak any Russian. The younger generation (or at least the politically motivated segment of it posting poo poo to the internet) isn't deaf dumb and blind to the issues of the Putin government, and their presence at recent protests does indicate that there's something more than just idle youth discontent with the status quo. That doesn't erase the existence of the rest of the populace, and that segment isn't going to be swayed by some leaked documents because they still largely follow traditional media sources, which remain either effectively or completely under state control. The older generation also doesn't particularly care whether the existing Russian opposition has valid points or not, since they view it as a destabilizing force and have already had their fill of instability.
