There really no part of canon that forbids colored Space Maribes or black Black Templars. And Salamanders aren't black, they're black.

The Chapter Master of the Celestial Lions from Helsreach (I think) is a black dude, most of the other Lions described seem to be to. Generally it stems from GW being ran by old white nerds and being a little deaf. While they're not doing poo poo like pygmies any more, they seem to have a serious lack of any sort of representation. Though they are aware of it, and I know AoS seems to have a few more named non-white characters.

I think it was kind of an unspoken thing that given the massive changes in race, colour and pigment in the last mere 2,000 years, it's not unreasonable that we'd all have just have melanin drained from our bodies by the year 40,000. You know, the painting style reminded me of how Romans and other old civilizations painted their statues back then and only now did smart people analyse the faint paint that survived years of ultraviolet bleaching and recreate what the statues really look liked.
