Things must be slipping out there because I definitely remember having mine kicked back at least three times for minor formatting issues way less severe then misattribution of cited work. Getting the, "green card," for your thesis used to be a long drawn out process. Mine was out for review for a little over a month even after it was reviewed by my primary and secondary advisor.

There are also service for scholarship programs (or there were) for computer science people doing security work.

In Germany, cabinet members lose their positions and reputation over this type of poo poo. There was a chain of incidents like this after a high-profile politician lost their PhD and position, so the Internet jumped in a shitton of other politician's theses. Most high-profile was our SecDef getting kicked out for having plagiarized in his thesis. In America of 2017, I'm guessing you can milk it for being a maverick that doesn't conform to institutional constraints or something.
