If I'm reading it right, premiums would go down about 4% in half the country (by 2026), 20% in about 1/3rd of the country, and "we have no idea" down in the remaining 6th. In exchange for 23 million people to lose their insurance. that doesn't seem worth it IMO.

It's not a 20% premium hike. Next year, the high end estimate is 20-30% increase in premiums for the ACA. The CBO forcast is 20-30% + an additional 20% premium hike.
