Of course it's in the printer's firmware, anything outside that would be hilariously easy to bypass. Even being in the firmware it needs to be in a non-rewritable area because hacked firmware is also fairly common in other hardware for various reasons. See hacked boot loaders in phones, hacked BIOS for hackintosh PCs running MacOS, etc... IIRC the original reason was to prevent counterfeiting because color printers were just so good. It finally put a stop to the nightmare levels of hyperinflation due to laser-printed $1 bills in the 70's, which is why we can all still enjoy an avocado every now and then without having to get a second mortgage.
