You know, I thought about this, and I cannot imagine. Any event that serves chips, usually isn't the type that supplies tongs; and any event that supplies tongs for appetizers, isn't the type that would serve chips.

Source: I used to be a waitress for snooty events that supplied tongs for appetizers.
