this is because arizona adopts mountain standard time year-round. so when dst is off, all the rest of the usual mountain time states are also on mountain standard time, but when dst goes on, all those states switch to mountain daylight time, one hour ahead. arizona does not switch, and so remains mountain standard time year round.
